Where the operator was the holder of more than one permit or licence issued for more than one region, the Commission shall indicate in the register the numbers corresponding to those regions; the numbers shall be replaced by the number corresponding to the region in which the operator registers with the brokerage service. In addition, the Commission must indicate in the register the number of trucks operated under the permits or licences; that number shall be reduced, where applicable, to correspond to the number of trucks registered by the operator with the brokerage service. The Commission may, by regulation, fix tariffs in respect of services for the transport of persons and transport brokerage services referred to in the first paragraph of section 2, including inter-zone brokerage services.

The administrator may, in such capacity, sue and be sued whenever the owner of the service could sue or be sued but he cannot be prosecuted personally by reason of any act done in good faith in the exercise of his functions. Such administrator shall have power to collect all the revenues of the service and enter into any contract or undertaking which he considers useful or necessary for the above-mentioned purpose. He may contract loans and give security, acquire and dispose of any property and generally do any act he considers necessary or useful to restore or maintain such service.
